The ability for law enforcement and bail enforcement agents to mask or modify their appearance on Caller ID is a basic necessity to efficiently deal with the workload:

  • Approximately 3.1 million defendants per year are released. Of this number 42% and 23% respectively are released via the private (bail agents) and public sector (courts)1
  • 62% of felony defendants are released from State courts, based on a study conducted in the 75 largest counties between 1990 and 20042
  • While released, 17% are arrested for a new offense, including 11% for a felony.

Of the released felony suspects approximately 712,000 become fugitives when a bench warrant is issued for failure to appear in State court. Unfortunately even with the combined efforts of the public and private sector, they can’t be captured fast enough.

Part of being on the run is being evasive. Law Enforcement and Bail Enforcement Agents must skip trace to locate these offenders. Technology such as Caller ID can be a friend or a foe. A fugitive may answer a call from a recognizable number (i.e. a number they know or originating in their locale) or will look for a new safe house if they see “POLICE DEPT” on Caller ID.
